SB 488, HCA 1 -- PRIOR SALVAGE TITLED VEHICLES SPONSOR: Engler (Robinson) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Transportation by a vote of 14 to 0. This bill provides that if an insurance company pays a claim on a salvage vehicle and the insured is retaining ownership of the vehicle which has sustained only cosmetic damage and reconstruction or rebuilding is not being made, the vehicle will not be subject to the State Highway Patrol's examination in order to obtain a title. HCA 1 -- Removes the provision that vehicles must have sustained only cosmetic damage and reconstruction or rebuilding is not being made. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that it is not necessary to require a State Highway Patrol inspection, which is basically to insure that the vehicle is not stolen or no stolen parts have been put on the vehicle, be made on a vehicle when an insurance company pays a claim on a salvage vehicle and the insured is keeping the vehicle.
